Who paid for Risa Hontiveros’ Philhealth ads which ran on the lead up to her Senatorial candidacy?

If Philhealth, meaning our taxes, why would she use public funds to advertise about things that Philhealth can just post on its website or thru notices in newspapers? Why does she have to have her face plastered on buses and TV ads as if taking ownership of the programs as just one of its trustees?

If as Akbayan Youth claims, that it was her “friends and supporters from the private sector” who paid for that ad, when they were running DURING TIMES that weren’t official campaign season yet, (and they weren’t yet as Hontiveros was in PHILHEALTH for two years, 2014 and 2015, and 2016 was the election...) then it would be illegal. KAHIT PA CLINEAR YAN NG PHILHEALTH, hindi naman sila above the law.

3rd paragraph of Article 739 of the Civil Code STATES.

Art. 739. The following donations shall be void:

(1) Those made between persons who were guilty of adultery or concubinage at the time of the donation;

(2) Those made between persons found guilty of the same criminal offense, in consideration thereof;

(3) Those made to a public officer or his wife, descendants, and ascendants, by reason of his office.

SO BY VIRTUE OF NUMBER 3, IT IS ILLEGAL. As a public officer of Philhealth, she would BE GUILTY of accepting donations. Di ba AKBAYAN YOUTH?

If they insist, where are the deed of donation, payment of donors tax, and doc stamp tax, and covered by board res?

They will also need to give us the names of the donors for transparency to make sure there is no CONFLICT OF INTEREST among her donors. What if her donors were businessmen, doctors, pharma companies, that would stand to benefit from her goodwill as Philhealth “director” as she claims in the bus ad?

1. Where in my post did I say anything that the charges made by the whistleblower—the P15 billion, is connected to Risa? The whistleblower is only charging this admin, so of course, it’s not connected to Risa.

I didn’t even say anything about P15 billion. I said that corruption has been happening since 1995, and how can Risa pretend ignorance of corruption happening during her time?

Lahat ng dapat managot sa Philhealth, ay mananagot. Don’t worry, Yellows, unlike you, we would gladly give up the heads of whoever from the Duterte administration if they are proven to be guilty. But Risa Hontiveros is a Senator, and was a Philheath trustee for two years, from Dec 2014 to 2015. Sinalpak just before election time.

Her trolls are now saying that no Philhealth money was used in all the ads that we are calling her out for. That it was paid for by her friends.

Risa Hontiveros, using Philhealth to epal, in the time leading up to her 2016 Senatorial candidacy. She equated the programs with her brand, as she needed to anchor herself as a champion of something, after her previous failed bids to Senate.

When she was on the bus and in advertisements, she credited herself for the programs of Philhealth. “Philhealth director daw.”

This admin is the ONLY admin in recent times that is starting an investigation on the deep-seated corruption, graft and plunder inside our public health system. So bakit kami ang tatahimik?

While I am happy that the Anti-Hospital Deposit Law was enacted into law, I find it utterly ironic that Senator Risa Hontiveros, of all people, is its author.

Hontiveros was a director and a board member of the state company Philhealth, the same company that's supposed to provide universal health coverage.

During her Philhealth stint, Hontiveros turned a blind eye on the P1.7 billion in illegal bonuses Philhealth issued in 2013 when she was still a board member.

"It has never been reported that she has exerted any effort for the return of the illegal bonuses. Nobody knows if she had even opposed the unauthorized bonuses, or had just simply gone along with those who allowed it," said Atty. Jesus Santos, founding chair of the National Association of Lawyers for Justice and Peace [Hontiveros dared to return P1.76b in PhilHealth bonuses].

Hontiveros also used Philhealth funds to pay for ads that show her face, a typical "technique" used by traditional politicians desperate to boost name recall in time for the election season.

Hontiveros participated in Philhealth's corruption, despite Philhealth's chronically delayed reimbursements to hospitals, so delayed that some hospitals even had to delay salary payments to their doctors just to make ends meet.

If you were really serious about promoting universal healthcare, you would not have spent millions of Philhealth's funds on self-promotion. You would have looked into the P1.7 billion Philhealth Bonus Scam.

But you didn't.

Sabi mo noon, "You didn't ask (to be featured in the ads)," pero pumayag ka rin naman [In recent weeks, Hontiveros has been mainly featured by PhilHealth infomercials, both in billboard advertisements, and more recently in television commercials. This has led some critics to accuse Hontiveros of using her position as PhilHealth Health Care Providers' Sector board member in advancing her political ambition, as she is perceived to be running in the 2016 polls.].
